Community Project Funding

In FY2022, the U.S. House of Representatives implemented a new process as part of its annual appropriations process: Community Project Funding. The intent of this process is to allow Members of Congress to submit appropriations requests for targeted projects and programs that will address the needs and priorities of the communities they represent. In line with this goal, applicants must be able to demonstrate that there is significant local support for their projects.

There are several important restrictions and transparency requirements for Community Project Funding requests. In the FY2025 appropriations process, these restrictions include:

  • Funding may not be directed to for-profit recipients. Members may request funding for State, local, or tribal governmental grantees and certain eligible non-profits, as allowed under federal law and subcommittee guidance.
    • Note: In FY2025, only governmental entities and public institutions of higher education will be eligible for EDI projects.
  • Projects must have demonstrated community support.
  • Each Congressional office is limited to fifteen total Community Project Funding requests; there is no guarantee of how many, if any, are approved and funded.
  • Every Community Project Funding request made by a Congressional office must be publicly available on the Member’s website.
  • Members of Congress cannot have a financial interest in the proposed project.
  • There must be a federal nexus for each project.
  • Memorials, museums, and commemoratives (i.e. projects named for an individual or entity) are not allowed.

The deadline to submit FY2025 Community Project Funding requests to Rep. Spanberger’s office is Tuesday, April 30, 2024 at 11:59 PM.
