American Job Center ADA and Infrastructure Improvements

Description of the request: The American Job Center ADA and Infrastructure Improvements project will outfit the American Job Center lobby, resource room, and conference room with ADA-compliant workstations and infrastructure improvements including furnishings, fixtures, and equipment. The upgrades and improvements will enable the Bay Consortium Workforce Development Board to stay current with technology demands and provide high-speed internet access for job seekers and staff, while addressing labor challenges for both employers and job seekers. Through this project, the Bay Consortium Workforce Development Board will be able to ensure that disabled residents in the region will have an equal opportunity to utilize their services and seek employment, increasing access to employment services and job placements in the region.

Auditorium Improvements at the Carver Center

Description of the request: The Carver Center was constructed in 1948 and originally served as the regional high school for African American students. It is now a hub for educational, non-profit, and agricultural organizations in Culpeper and surrounding counties, including the Carver Agricultural Research Center, Virginia Cooperative Extension offices, 4-H Club programming areas, and metalworking CTE courses. Culpeper County seeks to renovate the Carver Center auditorium to fully utilize the existing main school building. The improvements include additional fixed seating, lighting, stage repairs, and audio-visual improvements necessary to fully utilize the space to hold educational and community events. The auditorium improvements would provide a community gathering space for education and events not just for the current users of the Carver Center but for all of Culpeper County.

ADA Paving Improvements to Lenn Park

Description of the request: Culpeper County would use the funding for ADA Improvements to Lenn Park to pave the parking lots and the trail loops around the softball fields, dog park, fitness equipment, amphitheater, pollinator garden, and shelter. Lenn Park currently has gravel and crushed stone parking lots and trails throughout the 85-acre park, making the park amenities inaccessible to many residents of the county. These funds would be used to grade and pave the existing trail network to make them fully ADA accessible. The paved trail network would offer connecting access to all the amenities in Lenn Park for use by the community.

Culpeper Police Department Critical Incident Vehicle

Description of the request: The Culpeper Police Department seeks funding to secure a Critical Incident Vehicle to provide a platform for law enforcement to safely conduct operations during critical or emergency situations within the community, while providing real-time intelligence and ensuring the public safety of citizens and visitors. The Critical Incident Vehicle would serve as a base of operations during response to violent crime and search and rescue missions of children and adults. The vehicle would also be utilized to support large-scale, community-oriented activities within the community.

Fredericksburg Emergency Operations Center Security and Equipment

Description of the request: The City of Fredericksburg’s Emergency Operations Center Security and Equipment project would provide for construction and the equipment necessary to enhance security, maintain the structural integrity of the building, and prevent disruptions to government operations within the Emergency Operations Center (EOC). The project would provide security upgrades at all access points leading to the Emergency Operations Center, allow for the purchase and installation of upgraded security equipment, and provide the Emergency Community Center (E911) with the necessary security upgrades and improvements for continued effective emergency response service.

Federal nexus: The project is eligible under section 614 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5196c), as amended by section 202 of the Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act). Greene County Park Safety Improvements

Description of the request: The Greene County Community Park Safety Improvements project would provide needed park security and access improvements within the park, which is the county’s only outdoor recreational area. The project is comprised of the addition of safety features including an overflow parking lot, paving of the main parking lot, lighting for both parking lots, bringing public water to the park’s concession stand and restroom building, winterizing the concession stand and restroom building for year-round access, installing a programmable electronic gate at the entrance, and the installation of lighting at the playground. These improvements would help ensure the safety and wellbeing of park visitors and staff, while increasing access of no-cost health and fitness options for the community.

Greene Virtual Reality Simulator

Description of the request: Greene County Sheriff’s Office seeks funding for the acquisition of a virtual reality training system to provide its deputies interactive training in the skills of crisis intervention, de-escalation, and use of force. This funding will allow for the purchase of a virtual reality training simulator, including the workstation, head mounted display, training accessories, scenario generator, and software. The training system is a comprehensive solution that allows trainers to give presentations and classes, conduct interactive testing and assessment, and provide immersive hands-on scenario-based exercises with detailed debriefing and after-action reviews.

Madison County Schools Bi-Direction Amplifier

Description of the request: This project will provide equipment for reliable radio coverage inside Madison County’s four public schools for use by law enforcement and first responders. The bi-directional amplifier system will consist of antenna cables throughout the building with an antenna system leading back to the main radio system, allowing the Madison County Sheriff’s Office to have communication capabilities with other responders and the Emergency Communications Center. The project would provide full coverage inside the school buildings, enabling communication that may be otherwise be unavailable due to interferences with radio coverage, providing necessary communication to protect the safety of students, faculty, and first responders in an emergency.

Occoquan Stormwater Remediation

Description of the request: The Town of Occoquan requests funding for the remediation of the Town’s antiquated stormwater management facilities to effectively accommodate standard weather events to prevent persistent flooding in the Town and subsequent stormwater runoff into the Occoquan River. The funding would enable the town to address the deterioration of its current system by completing at CCTV inspection of the stormwater system, properly abandoning a 36-inch pipe, flushing and cleaning out the stormwater pipe system, performing joint repairs, and lining the stormwater pipes.

Minnieville Road/Prince William Parkway Interchange

Description of the request: Prince William County requests funding to construct a Single Point Urban Interchange (SPUI) at the intersection of Minnieville Road and Prince William Parkway to relieve congestion, improve safety, enhance access and connectivity to I-95, Potomac Mills and Dale City, and support economic development plans for the area. The project funding will also provide for the construction of sidewalk and trail segments to improve safety and access for pedestrians and bicyclists. This project will result in crash reduction for the area while improving access and connectivity and supporting economic development in the region.

I-95 Exit 126 Northbound Onramps

Funding requested: $4,452,874

Description of the request: Located between the nation’s capital of Washington D.C. and the state’s capital of Richmond, the Fredericksburg area is one of the fastest growing regions in Virginia. The I-95 Exit 126/Route 1 interchange area is one of the highest crash locations in the Fredericksburg Region and in the Commonwealth with traffic incidents routinely delaying traffic on I-95 and Route 1. This project would provide safety and capacity improvements to the I-95/Route 1 Exit 126 interchange area by creating a dual left turn from Route 1 Northbound to I-95 northbound, widening the I-95 northbound onramp to two lanes, creating an approximately 1500-foot acceleration lane continuing for the onramp, and operational improvements for Route 1 southbound through the Exit 126 interchange. The project will also provide needed capacity to the portion of I-95 necessary for access to the future Fredericksburg Veterans Affairs’ Health Care Clinic, which will provide much needed care to Virginia Veterans.

Replacement Water Tower Serving the Massaponax Area

Description of the request: This project will design and construct a new 1-million-gallon water tower to replace the existing 250,000-gallon tank. The county currently provides water to approximately 100,00 residents of Spotsylvania and an additional 30,000 residents of the City of Fredericksburg. The increased capacity will serve the significant residential and commercial growth underway in the Massaponax (I-95 exit 126) and Thornburg (I-95 exit 118) areas of Spotsylvania as well as provide more fire flow duration if needed. This project builds upon the $3,000,000 in community project funding secured for the water tower in FY2023.

Courthouse Area Route 1 Improvements

Description of the request: The Courthouse Area Route 1 Improvements project will address the need for improved mobility for U.S. Route 1, which is of national, statewide, regional, and local significance. Because of inadequate turn lane infrastructure, this area of U.S. Route 1 is prone to severe traffic congestion, especially during morning and evening commute times. The project will widen approximately 0.65 miles of U.S. Route 1 to provide dedicated left turn lanes onto Courthouse Road and Bells Hill Road (Rt. 631)/Hope Road (Rt. 687), install a concrete median, and add 8-foot sidewalks to an area without adequate pedestrian infrastructure. The project funding would enable the transportation project to reach completion.

Onville Road Widening

Description of the request: The Onville Road Widening project will widen and realign approximately 0.45 miles of Onville Road (Route 641) to provide 12-foot travel lanes with curb & gutter, a two-way left turn lane down the center of the roadway, dedicated turn lanes at the intersection with Barrett Heights Road (Route 642)/Garrison Woods Drive (Route 1877), and 5-foot sidewalks along both sides of the roadway. The project will improve the road’s mobility, alleviate congestion, ease travel into Marine Corps Base Quantico, and provide a safer environment for pedestrians.

Emergency Police Dispatch

Description of the request: Stafford County seeks to purchase an Emergency Dispatch System for the Stafford County Sheriff’s Office (SCSO). Funding for this project would provide a computerized emergency dispatching system which enables users to input emergency dispatching protocols in the form of question and response prompts. Dispatchers would use these prompts when intaking emergency police calls in order to ensure the most appropriate and personalized response is provided. The Emergency Police Dispatch system would allow a dispatch to be tailored to the needs of an individual call by asking pertinent questions and leading the call to the appropriate response. The dispatch system will ensure that each call is handled with the highest level of care, eliminate human error, and provide law enforcement with the information necessary to keep the community and themselves safe.
